To take one piece of this puzzle first, I suggest that one purpose of distancing ourselves from the moral model of addiction, and similarly, of distancing ourselves from blaming addicts, is to better provide them with our full cooperation rather than our full blaming. To do this, we must not only distinguish responsibility and blame, but must also be more precise about their relation. Responsibility for drugs use exists only to the extent it is within an addict’s power to control it. There are two reasons for this. First, it is the addict’s choice to use, not just whether or not to use. Second, were an addict to face the real, underlying causes of drug use, and indeed of his/her life, he/she could not but by choice seek ways to deal with and cope with those causes rather than resort to drugs. Yet to give them that choice would mean giving them the power to act on the distinction between their new, healthier, and more bearable life and the unhealthy, unappealing life they currently live, without having to blame themselves for their choices. Because of their choices, they face hardship, alienation, psychological distress and reduced agency. They are not entirely responsible for those choices because they did not have the power to choose otherwise, but what is important is that inchoate capacity to choose, to which we are connected as others, both as (co-)conspirators and through our own individual power of agency. Blaming addicts for their decisions and for their choice not to do otherwise is to obscure our own responsibility and to discourage us from working together with them to achieve better social arrangements. Unquestionably, the different functions of blame and responsibility may become mixed up and confused in some cases: it is easy to see how a mother who loses control of her emotions in the face of her child’s death might blame her child for not finding a way to survive. But in other cases, such as addiction, like other areas of human life, where there is a distinct possibility of choosing a different course, blame and responsibility clearly remain distinct. Blame in this case is not at issue. It is the fault of the addict, not of the addict’s body or brain, that he/she finds it more convenient to use drugs rather than facing what makes life and coping with it so hard. Footnote 24
