The first Luda Sub-types were a replacement of the Yenan class destroyers, Type 053, which itself was a replacement for the older sisters. Unlike the destroyers, the Luda-class destroyers are the first surface combatant destroyers of China, and the only class of vessels that can be assigned the same class number as USN Destroyers. Bigger than the Yenan class, the Luda class have a helicopter deck & hangar forward, able to handle a Z-13 or a Z-23 helicopter.

The first 6 ships were originally ordered for the Korean People’s Navy in 1958, but this project was canceled later and replaced by the Luda class project. The first 6 ships of the class were commissioned from 1961 to 1968, with the last 2 of the new class being commissioned in 1973 and 1977. The 7th ship of the class entered service in 1981. The Luda class was the first surface combatant destroyers of China, and was initially the only class of vessels that could be assigned the same class number as USN Destroyers. Its 4,400 ton displacement makes it the largest surface combatant in the PLAN, roughly the same tonnage as the USN Arleigh Burke and German Bremen class guided missile destroyers. The first 2 ships of the class were named Zhiyun (锡運). The second class of 3 ships were named Hongli (红絲), again after mountains in China. The next 7 ships were named after the sons of the new chairman of China at the time, Deng Xiaoping, 2 of which were built as a retrofit for earlier ships.
