It’s an effort to reverse an Obama-era directive that would allow transgender women to serve openly in the military.

The proposed rule, released last week, is a follow-up to a similar policy adopted in 2016. That policy allowed transgender women who have completed gender transition surgery and been stable for at least a year to join the military. But it also required the Pentagon to study whether women can meet standards for ground combat jobs, such as infantryman, because some physical standards for men and women are different.

The new proposed policy, however, maintains the ban on transgender women but places no restrictions on transgender men. It also offers a rebuttal to criticism that the policy wouldn’t address trans women’s ability to meet standards for ground combat jobs, including the requirement to stand for 12 hours and carry up to 110 pounds.

Instead, the rule, which was first reported on the conservative-leaning Military Times website, says the physical standards for combat positions is designed to “maintain a standard of appearance and conduct for members of the armed forces that will reflect the role of a member of the armed forces in battle.”

“In considering gender reassignment, a member may not undergo gender transition unless the member is stable in the gender reassignment for a period of at least one year,” the proposed policy states.

Secretary of Defense Jim Mattis has 45 days to respond to the rule. That’s consistent with the rules in place that give him that kind of time. But the final version could change once it’s published.

The proposed policy would reverse a 2016 decision by the Pentagon’s Defense Department. Under that order, the military would not require separate standards for combat positions because trans people are already bound by physical standards that are gender-specific.

That policy change was a reversal from 2008, when Pentagon officials first started exploring whether transgender people should be required to meet the same physical standards that apply to other people. But the policy change effectively
