Before you get too excited about President Obama’s executive order this week on Executive Order 13563, which the White House describes as, “Strengthening Federal Energy and Manufacturing Competitiveness,” let’s remember that this is a very small order. It says nothing about new construction or energy infrastructure. It does, however, restate the broad goal of the president to “promote energy and manufacturing jobs in the United States by strengthening the capabilities and competitiveness of the American economy.”

The president can take significant executive action, but a lot of the detail still lies in the hands of Congress. In all likelihood, much of the president’s executive order will have to wait for congressional action, with the exception of the section that directs the Department of Labor to streamline regulations that could discourage small businesses from hiring new workers.

There are some good things in the order. Many of the provisions within the order will have a direct effect on making it easier for small businesses and manufacturers to access the capital they need to compete and grow. The order will encourage small businesses to grow and add jobs, which will help the U.S. economy recover.

But the number one goal in the order – “strengthening the capabilities and competitiveness of the American economy” – is what’s important. By working with Congress, the president can start to implement that goal. And I’m optimistic. In fact, I’m confident that he will use his executive powers to do just that. We need only look to the president’s health care plan to see what he’s capable of. Let’s see if he can deliver on this promise.

In Specific Aim I, we propose to generate orthotopic xenograft models of human oral carcinomas, in which human cancer cells are directly injected into the tongues of nude mice.
